Ungku Omar Polytechnic Library was established during the formation of Ungku Omar Polytechnic in 1969. It was initially located at the present Administration Building and was managed by Administration staff. In 1975, the library was shifted to a separate building that could comfortably accommodate about 100 users at one time. This two-storey library building has a floor area of 2000 square meters.
Since 1998, the library management support staff are being appointed by the National Library of Malaysia. In 2001, four Library Assistants were appointed by the National Library of Malaysia for placement in this library. Since 2004, the library management is being conducted by the Librarian, assisted by an Assistant Librarian and four Library Assistants.
From the beginning until 2006, the PUO Library had been using the Dewey Decimal Classification System, better known as the DDC to manage collections. In 2007, another system known as the Library of Congress Classification or LCC was used.
